Hello All,
A hugh thank you to everyone who attended the Niagara Region Council Meeting last Thursday evening. The  excellent and informative presentation made by Dave Honey sparked a lot of discussion among the Regional Councillors.  Regional Councillor  Andy Petrowski  kept the ball rolling by asking Dave questions and making comments pertaining to the actions of the NPCA.  It was a very lively meeting and I think we made some of the councillors sit up and take notice.as they were forced to realize that there are major problems with the NPCA.  I rather think they were  surprised and maybe a little dismayed by the number of Landowners that filled the council chamber

Once again I would like to thank Dave Honey, Erika Furney, Preston Haskell and Councillor Petrowski as well as anyone else who gave of their time and talent to get this very important message on record.and hopefully before council and the public. The NPCA has been a thorn in the side for so many people, that it is high time they were held accountable for their actions.

I’m sorry you feel the way you sound.
Please note that nowhere in our request did you see the words “gag order”
In this Instance the presenter wants and has the right to present to the Council and by way of TV the rest of the Citizens of Niagara on any subject and without a filter from any part of the Niagara Regional Government.
What irritates you Councilor? Do you have something to hide?
Perhaps you are referring to you own cork committee where you tried to ban forever the public’s right to present in their own public forum. How well did that work for you?
In the second instance only a total autocrat would send anyone back to a Niagara Regional agency just so you and those like you can keep secret what is going on.
Obviously according to your response you fit squarely in the ‘YES’ column that clearly asks: YES – I am for denying   or     NO - Not in favour of denying citizens the right to present to their council.

Dear Councilor,
It has been brought to the attention on News Alert Niagara that there are two Niagara Citizens that wish to make a presentation before OUR Niagara Regional Council regarding their concern relating to what they believe is a miscarriage of justice and bureaucratic abuse.
Find below an email chain denying these two citizens their right to present their grievance to their Regional Councilors on the basis that their grievance pertains to one of the regions so-called arms length-length agencies.
We believe that Citizens have the right to voice their concerns before our regional council regardless of subject matter and especially if there is a conflict of interest.
Not only are presentation rights being denied but the right of our councilors to become apprised of situations being denied!
Could you please state where you stand on this denial of a citizen’s right to address their concerns to our regional council?

Morning Natasha - Dave Honey is a farmer harvesting his crops the last few weeks.  He is extremely busy from sunrise to sunset.  Time is money for Mr. Honey at this time of year.  Mr. Honey does not own a computer or fax machine.  He makes due with a landline and cell phone.  It is for that reason that I am participating as his temporary ‘secretary’ for the purpose of meeting your expectations, so that he can speak to the Regional Councillors on October 2nd.  Given the circumstances I can not type up Dave Honey’s speech, he is a natural speaker and will refer to his notes as per #3 which is his outline.  I was under the impression from earlier emails that 3 or 4 points of his speech would suffice?  Erika

The Clerk’s Office is in receipt of your request below for Mark Barnfield and Dave Honey to appear as delegates at the October 2 Regional Council meeting.

The first part of your request is with respect to Mark Barnfield addressing Council concerning a litigation matter he has with the Niagara Peninsula Conservation Authority (NPCA).  The Region has no authority over civil litigation matters concerning the NPCA, but is hired for on-call prosecutions by NPCA.   As such, if the litigation referred to is a civil matter, we would recommend that Mr. Barnfield (or his legal counsel) contact NPCA (or its civil litigation counsel) to discuss the civil litigation.  If the litigation is with regard to a prosecution matter where the Region is the on-call prosecutor, the Region cannot receive a delegation due to the inherent conflict.  As such, Mr. Barnfield’s request may not be granted at this time.

The second part of your request concerns Dave Honey addressing Council with respect to funding for the Niagara Peninsula Conservation Authority.  The budgetary issues of NPCA are governed by legislation and fall within the jurisdiction of the NPCA (see attached report CSD 64-2014).  As such, it is recommended that Mr. Honey contact the NPCA and request to appear before the NPCA Board of Directors.  After discussing his concerns regarding the NPCA budget with the Board of Directors, he is welcomed to submit a request to be a delegate at a Budget Review Committee of the Whole meeting (membership comprised of all of Regional Council) when the NPCA budget is on the agenda.

Thank you for your interest in appearing before Regional Council; however, based on the information provided we cannot recommend granting your request.

1.  Mark Barnfield would like to speak to the Regional Council on October 2nd (next Regional Council meeting?) His speech will be about the Niagara Peninsula Conservation Authority; who is taking Mark to court for the 3rd time.
2.  Dave Honey, President Niagara Landowners Association, is requesting to address the Regional Council on October 2nd; after Mark Barnfield’s presentation.  He wishes to address specifically the Niagara Peninsula Conservation Authority in his speech to the Regional Councillors.  He would like to address the NPCA funding and what issues arise with the funding; for private landowners.

It's hard to fathom how our regional councilors can display such contempt to the Citizens of Niagara by refusing to answer a simple question regarding a very important subject matter!

Should we assume that Councilor Brian Baty speaks for the rest of the deniers?
